- Scaling Up Population and Environment Approaches in Madagascar: A case study
By Lynne Gaffikin

This case study is designed to help answer the question "How can the Œconservation community further contribute to meeting unmet need for family planning (FP) in Madagascar in order to reduce future pressure on natural resources (NR) and biodiversity and promote more sustainable livelihoods?" Specifically, the study looks at how previous and ongoing efforts linking or integrating population and environment (PE) efforts have been and are being scaled up.
The purpose of this study is to highlight drivers of change, constraints and enabling factors to help explain the history and identify strategies that may be replicable or newly applied elsewhere in-country or outside. This paper describes Madagascar¹s PE evolution over approximately two decades (1988 -2007) by addressing the following points:
* how scaling up is happening;
* who are the main actors;
* what drives the scale up process;
* what are the opportunities, enabling conditions and constraints;
* lessons learned for consideration in the future and by other countries interested in scaling up

- Report: More Aid for African Agriculture: Policy Implications for Small-Scale Farmers
After years of neglect in favor of health and education assistance in Africa, the food crisis has concentrated the donor community's minds on the need for overseas development aid for African agriculture. This is welcome,
but what sorts of policies are being proposed and what impact will they have for the African farmer? The research concludes by asserting that agriculture and rural development in Africa will have to concentrate on more people-centered, food-focused and environmentally sustainable approaches if the development of African agriculture is to serve the long-term interests of the majority of Africans. - The New Military Frontier: Africa
"A U.S. Army captain in Africa waxes philosophical. It's like the old saying, he opines; "give a man a fish, he'll eat for a day, teach him how to fish and he'll eat forever." Is he talking about skills-building, or community empowerment? No: Captain Joseph Cruz goes from channeling the musician Speech from the American hip-hop group Arrested Development back to his military-approved talking points: "the same can be said about military to military training and that's why we do it." ...
